Your Excellency


I am directed by Vice-Admiral Moreau

commanding the Third French Squadron to inform you

that enquiries are still being made into this case,

and to lay before you such facts as are already

established in order that you may be an courant

with the affairs.


On the afternoon of Feb. 6, the cruiser

Pothuaw sighted the Evangelsita, which was at anchor

at some distance from Paphos - not in the roadstead.

The boarding officer ascertained that the papers

were Turkish, that the passports of the captain and

crew were those of Ottoman subjects: the boat had

on board 40 sacks of soap. and for the rest was in

sand ballast. There were found on board two Mauser

rifles (old type) a case of ammunition, and various

packets of cartridges hidden. The sand in the hold

was strongly impregnated with petroleum and as the

boat was making water and the pumps constantly in

use (i. e. as the sand was being steadily cleaned)

the officer was convinced that the petroleum had

been very recently spilled in the hold. As it is

now an ascertained fact that submarines visit, if

they are not based on, certain points on the S. W.

coast of Cyprus, the officer judged that the
