Enquiry about "Evangelista" proceeding. I will wire result.
7. From Lt. Woolley, Port Said to High commissioner, Cyprus, 17. 2. 16.
"Evanelista" enquiry proceeding. Cypriote papers correct,
40 sacks soap on board - only two rifles, and one case and
packet of ammunition. Verdict rests on question of petroleum
with which sand ballast was apparently soaked. Have written
you details. If found innocent, French will pay compensation;
but facts suspicious. Crew should be questioned as to
movements between Castelorize and Cyprus.
8. From High Commissioner Cyprus to Lt. Woolley, Port Said, 18. 2 .16
Papers of owner of "Evangelista" and investigations here
disclose nothing suspicious. I propose to permit salving of
the wreck, which is dangerous to navigation, and to allow crew
to be at large. Telegraph whether there is any objection from
the French Admiral.

No objection to salving or to release of crew, but see my
telegram (of 17.2.16) as to their examination.

Perhaps sand was impregnated by cargo of olive refuse which had
been shipped from Cyprus.
