SUPPLEMENTARY NOTE ON THE REVICTUALLING OF
SUBMARINES AT SEA.

To refill its side reservoirs with petroleum a submarine
has no need of a pump - a pipe is screwed on to a nozzle in
the top of the reservoir and is passed across to the supply
vessel, and the petroleum is poured straight from the tins
into a funnel at the end of the pipe.
It is obvious that if this is done in a small boat at
night, and with any sea running, a considerable quantity of
petroleum would be spilt.
Further, a large percentage of parrafin and petroleum
tins either leak outright or sweat freely. The French
cruisers have several times seized quantities of petroleum
in tins from sailing vessels in the Syrian waters, and have
been obliged to put a sand barrier round the tins stacked
on board the cruiser to prevent the loose spirit from running
all over the Deck.
It is therefore certain (a) that if the Evangelista had
been carrying petroleum there would be marks of such leakage
on the decks, and (b) that had she recenetly supplied
petroleum to a submarine there would have been a good deal
spilt over the sand ballast.
The fact that there were such stains and that that the
sand was impregnated with petroleum seems to admit of no
other explanation than that the vessel had carried petroleum
and had supplied it to a submarine.
