purpose: that he has on several occasions been

given information by the British military or naval

authorities of the presence of suspicious sailing-

vessels, or of known enemy craft, in or close to

the territorial waters of Cyprus; and that the

known presence of enemy submarine there makes the

duty of prequisition more imperative. At the same

time, the rights of the present case are by no means

clear, the enquiry is being conducted without any

bias, and may quite well result in the rehabilitation

and release of the captain, in which case of course

full compensation will be paid to the owners of the

schooner by the French Government.

As soon as answers are received from

Rhodes and the enquiry is finished I will acquaint

you of the result by telegram. It is hoped that

an examination of the crew, in Cyprus, may bring

to light some further evidence as to the activities

of the Evagelista between the time she left

Castelorizo and that of her overhauling by the

French.

I am, Your Excellency

Yours very obediently
