  at all. No one thought of

  such a thing. Suppose, however,

  this had been done.

  Suppose Missouri had mobilized

  a great army of trained

  soldiers, marched into Illinois,

  up to the Drainage Canal

  blown it up with dynamite

  and held the foundations of

  the canal until Chicago
