Since that epoch-making day, the
18th of May, 1899, when 100 delegates
from 26 different
countries met in the House in
the Woods, at the Hague and
opened what has come to be
called The First Hague Peace
Conference - since that day
the propaganda for universal
peace has moved forward
with leaps and bounds and
it seemed to us who are on
the outside of the inner circles
that substantial progress had
been made toward the substitution
of arbitration for war.
A second Hague Conference had
been held. Mr. Carnegie had
made his wonderful $10,000.00
