Dear Mr. Warriner:-

     I am in receipt of your letter of recent date relative

to the attitude of Congress toward the celebration of

100 years of peace between United States and Great Britain.

In reply will say that the principal reason for the opposition

to this project in the House lay in the fact that

next year we are going to have a great Exposition at San

Francisco to celebrate the opening of the Panama Canal.

The Government has appropriated about one million dollars

for this project and the event will be participated in by

all the great Nations of the World. The Navies of the 

World will assemble at Hampton Roads the first of May next,

and headed by the President of the United States will

proceed to Panama and thence to San Francisco. It will

be a great World Peace event and would naturally overshadow

any celebration of the Treaty of Ghent which might

be arranged for practically the same time.

     I expect to be in Mount Pleasant sometime during

the coming week and shall hope to see you at that time.
