correct, but I was told that they were caused by regulations from the
Ministry of War for which the camp authorities were not responsible.
For the most serious individual complaint in my opinion, and
one that it was impossible for me to investigate, was that concerning
the health of the prisoner Krusinger, whom I already mentioned
as being ill with kidney trouble. The man seems to be growing
worse, and complains of having no proper food, and of not having good
medical treatment. The camp surgeon who attends him, informed me
that it was quite impossible for any patient under his care to grow
worse; but the prisoners' experience did not coincide with this opinion.
The men at Aonagahara have plenty of opportunity for exercise,
and have what books and reading matter they want; , but they do not
have the opportunity of pursuing any trade or of occupying themselves
in some like manner, and I understand that they are desirous of obtaining
some such privilege.
The condition on the whole seems to be good in the camp. The
cases of the maltreatment of prisoners I believe to be either exceptional
instances, or else much exaggerated. The locals of the prison,
and the opportunities it offers for exercise and a healthy life, are
unusually good.
I left Aonagahara at half past four o'clock.
I have the honor to transmit herewith thelast of complaints
which I have already mentioned together with its translation.
