       I shall not venture to say

  what or how much preparation

  we should make. Certainly we

  must avoid by every means the

  creation of a jingo spirit in

  the United States, we must prevent

  the rise of a military party, we

  must not be led away towards

  militarism. I am not

  in favor of military instruction

  in the public schools, because

  I believe so profoundly in

  the effect of early school teaching

  on the character and live
