  be taught that

  there is a better way, namely

  the way of arbitration.

     2. When this conception of

  justice shall take possession

  of the nations with such power

  as to compel them to act upon

  it no prophet can today foretell.

  It may be in the next

  generation, it may be in the

  next century. Meanwhile

  until a world court is

  established, nations will

  continue as a finality to

  make war upon their enemies

  as is seen in Europe today. In

  such a case , when it is possible that any nation

  may be made the prey of an

  ambitious monarch, it seems
